Creative Director Jason Cornell highlighted that the game offers unprecedented freedom in gameplay and the largest maps ever designed by the studio. He stated, "Instead of guiding players through a linear path to the main objective, they can explore freely to locate the Yotei Six and choose their own method of seeking vengeance."

The game also aims to respectfully represent the Ainu culture, an indigenous group native to Japan's northern regions. Sucker Punch's team visited Hokkaido to conduct thorough research, visiting museums and consulting with experts on Ainu culture. Cornell was inspired by Hokkaido's breathtaking landscapes, motivating the team to authentically recreate this setting for players worldwide.
