The game is set in the fictional Japanese town of Ebisugaoka, inspired by a real-life location in Kanayama, Gero, Gifu Prefecture. Developers meticulously recreated the town, capturing its intricate alleyways using reference photos, recorded ambient sounds, and historical materials to accurately reflect the 1960s setting.

According to Silent Hill series producer Motoi Okamoto, the core concept behind Silent Hill f is to "find the beauty in terror." While retaining the series' signature psychological horror, the team aimed to explore the unique nuances of a Japanese setting.

Okamoto emphasizes that Silent Hill f is a standalone story, accessible to newcomers. However, long-time fans can anticipate subtle easter eggs. The game's writer, Ryukishi07, renowned for his psychological Japanese horror visual novels, brings his distinct style to the franchise.

A devoted Silent Hill fan himself, Ryukishi07 has played every game in the series. He describes the development as both a return to the series' roots and a new set of challenges, particularly the shift away from the iconic titular town.

Ryukishi07 states, "From a creator's perspective, I'm confident we've crafted a true Silent Hill experience. However, we eagerly await the response from long-time fans to see if they agree."
