Found in Epic and Legendary variants, the Rail Gun isn't sold by NPCs. Your best bet is searching chests and floor loot. The abundance of loot locations in Chapter 6 Season 1, such as Magic Moss loot caves and Nightshift Forest vaults, increases your chances.
Essentially, obtaining a Rail Gun is a matter of luck with chest drops, but with numerous chests available, your odds remain reasonable.
